Coating and finishing systems fall under 30 TAC Chapter 115, which sets VOC emission limits, work practice requirements, and recordkeeping obligations. Facilities in nonattainment regions including Houston, Dallas Fort Worth, Beaumont Port Arthur, and El Paso are subject to stricter thresholds than the rest of the state. Stack design, fire suppression, and facility layout must also satisfy local building and fire codes.
Most finishing operations in Texas require some form of TCEQ air authorization before starting up. The type you need depends on your process, materials, and emissions potential. Operations using powder coating materials applied by electrostatic powder spray gun or electrostatic fluidized bed may qualify under PBR 106.434 with no registration or recordkeeping required. General surface coating facilities typically register under PBR 106.433, and auto body shops use PBR 106.436. Note that as of November 2024, all new PBR registrations must include the TCEQ Surface Coating Workbook.
