Yes, in most cases. The TCEQ requires any facility that emits air contaminants in Texas to obtain proper air authorization. If your shop uses two gallons or more of paint and solvents in any week, you must have an enclosed, filtered paint booth or enclosed, filtered spray area. There are three options for obtaining authorization: a De Minimis claim, a Permit by Rule (PBR), or a Case-by-Case Permit. Most production-level shops register under PBR 106.436 for auto body refinishing or PBR 106.433 for general surface coating. Texas summers present a serious challenge for finishing operations — extreme heat combined with high humidity, especially in Houston, East Texas, and coastal regions. When a paint booth is located in a climate with high levels of heat and humidity and the desired temperature set point is at or below the dew point in summer, a chiller is required to attain the correct temperature — and the outer walls of the booth may form condensation if the dew point of the outside air reaches or exceeds 73°F. High humidity can cause moisture to settle on surfaces before painting, reducing adhesion and leading to defects like blistering, peeling, or an orange-peel texture — while also slowing solvent evaporation and extending drying times.
